Trofa is Portugal’s youngest municipality, belonging to the district of Porto, in the north. For more than 25 years, the City Council occupied spaces scattered across the city. A 2016 competition to turn some old industrial facilities into a single Town Hall site was won by the firm NOARQ. The refurbishment and enlargement extends on an elongated plot parelle to abandoned train tracks. Reuse of the industrial complex required a considerable increase of space and a basement level. Embracing an old building, the austere composition is reduced to five juxtaposed narrow boxes. The new construction of concrete and exposed bricks has a total floor area of 6,700 square meters, a footprint of 1,996, and a maximum height of 17.14 meters.
