The aspiration for the vibrant region of Moquegua was to create a new development hub for the city, constituted by a new institutional headquarters for the Government, a shopping center, a sports complex, and a school. The Government headquarters had to include a large auditorium to fill the absence of cultural and congress spaces in the south of the country. The institutional program is compressed in a compact cylindrical form – taking inspiration from the Cerro Baúl mountain, which was the place of coexistence of two great pre-Hispanic cultures: the Huari and the Tiahuanaco – rising six levels and freeing up part of the site to create a public space.
