The Seville-based firm Vázquez Consuegra has won the competition to build the town hall of Montegiorgio, Italy, on the remains of the old Convent of San Francisco. The project includes refurbishing one of the elements left of the monastic complex, the Panfili staircase.

The winning scheme proposes demolition of the buildings raised in the 1950s, attached to the church, and the creation of a new public space. Massing is reduced by confining the less public parts of the program within the existing, historical plinth (the residual part of the town walls), under the convent square. The public, ceremonial, and cultural areas are organized above ground around the monumental Panfili staircase. Arranged around it are the grand Council Hall with its large skylight, and a two-level space for exhibiting objects that belonged to the convent.
