In Germany today, one hears a particularly depressing remark about architecture and planning: ≪It's over≫. What is it that is over? There are those who will have you believe that the time when visions and dreams mattered is over, that the time when the doom of the past was transformed into something new by the courage to build has come to an end. Building is perhaps the only essentially optimistic art. For no one can build the city and its buildings if he does not feel that it will open the doors to a better future. Today, however, pessimism and loss of courage thwart the desire to face the future as a challenge.
