Social changes mean leaving behind a lot of accumulated knowledge adopted and assumed as habit. Housing has undergone such changes: first, it was the disappearance of domestic service. Then, the mass entry of women on the job market and later, the growing variety in manners of occupancy. And today, a brutal reduction in size. In the état poule (mother hen state), the administration is expected to solve the undesirable consequences of these changes for us and the usual response is the accumulation of regulations that attempt to palliate such undesirable consequences. But it is hard to substitute life with regulations. The process seems irreversible, but the road is difficult and the results uncertain. The increasing distance between regulation writers and reality has created a sort of autism content with its own production... [+]
