The firm Idom —Inés López, Iñaki Garai y Gohar Manrique— has won a competition for a complex encompassing a town hall, a local police station, a panoramic restaurant, and two parking levels. The location is Saint Pierre, in the south of Reunión, one of the Mascarene Islands in the Indian Ocean, east of Madagascar.

Combining climatic, urbanistic, and programmatic considerations, the project presents three interconnected volumes. Each has two bays and is organized around an open courtyard on the lower level, this to trap dominant winds and create the conditions for natural ventilation.

A fragmented front opens the ensemble out to the ocean, whereas the other side faces a botanical garden, welcoming the native vegetation onto the terraces while adopting bioclimate strategies through a double skin of mobile louvers that serve to optimize solar protection.

Completion of the center is programmed for 2023.
